PHAN THIET / BINH THUAN — The Ministry of Industry and Trade has granted investment licenses for a flagship 3.5-gigawatt offshore wind and green hydrogen generation complex located 25 kilometers off the coast of Binh Thuan province.

Powering Sustainable Industrialization

With an estimated initial capital outlay of $4.8 billion, the deep-water wind turbine farm will feed clean electricity into the national grid while powering industrial electrolyzers producing green ammonia and hydrogen for export to Japan and South Korea.

"Vietnam's 3,260-kilometer coastline boasts some of the strongest, most consistent wind density profiles in the Asia-Pacific region," remarked international renewable energy engineers.

Key Project Metrics

  • Capacity: 3,500 MW offshore wind capacity generating 12.5 billion kWh annually.
  • Emissions Reduction: Offsets an estimated 9.2 million tons of carbon dioxide emissions each year.
  • Green Fuel Export: Annual production of 200,000 tons of green hydrogen for clean maritime transport and metallurgy.

The development aligns with Vietnam's Power Development Plan VIII (PDP8), which prioritizes renewable generation and grid modernization.
